Peat can be bought at pet shops, but it is expensive. It is much more cost-effective to buy it in bulk at a local gardening shop. You don't want to use peat containing fertilizers or other additives.

RO water is soft because it goes through a special type of filtration where the dissolved minerals are removed.
Bog wood and peat is not very effective if you have really hard water. In the past, i have used both in copious amounts and it effected my ph almost not at all. The reason why, is that hard water also has a great buffering capacity, thus foiling your attempts to lower the ph. That said, my tap water is much more alkaline than 7.6, so just because it didn't work in my tank, doesn't mean it won't work in yours.
