Do you think I'll have any cycling problems upgrading to a much larger tank if I use the old rock and sand in the new tank and simply mix it with new rock and sand? Will there be sufficient bacteria from that?

Yes, you should be able to cycle the new tank using that method. Just don't add too many fish for awhile until the bacteria has built up enough to handle the extra ammonia etc.
