So i'm running dual Hagen T5HO's 39W bulbs 22" above the bottom of the substrate. Also I am running dual 17W T8 CoraLife Flora Sun 18" above the substrate. I have a total of 2.9 watts per gallon of water is this too much light or a good amount for the plants listed?
I also have tap water that is a steady 7.8 ppm PH, and have been using SeaChem Neutral Regulator to keep my water at 7.0. Is 7.8 too much for the plants listed ?

I also am wondering if a 7.8 ppm PH is o.k. for the fish listed ? It's a 38 gallon All-Glass Aquarium

Plants aren't that picky about ph. Angels, guaramis, tetras and cories all prefer soft, acidic water. Not sure about the rest.

my only advice for those loaches is to get a small water flow pump

this is an excellent pump...I have purchased the 1,000 GPH, awesome river affect...but for a 38 gallon, you should go with the low end one, the P320 (runs about $16.00 online...unsure offline)...it will provide the oxygen rich water the loaches require plus loaches require a current (for the loaches originate from rolling streams)
outside of this, excellent work on providing the much needed live plants

i'm circulating 500 gph with my 2 Marineland H.O.T. Canister filters. I have the discharge nozzles pointing in diffrent directions to create water flow. My plants sway around in the tank gently so I should have enough current flow.

okay, good enough...a little sway for the plants is okay, actually the water flow over the plants help to clean any debris off its leaves
you will know if you have enough water flow by observing the loaches...sometimes the loaches will swim against the flow, this is a great sign that the flow is just right
