How much space would 5 black skirt tetras need?

Since learning that my tank is over stocked (I feel bad!), I've decided to put my 5 (one full grown, 4 babies) Black Skirt Tetras into another tank. My question, how much space do you think they'll need?

I have a fake planted around 30 or 35l (around 8 or 10 gal) tank set up that they could go into, heater, under gravel filter. To small? Do you believe in a one fish per litre type rule for schooling fish?

Ahh, I feel like a giant noob but I love this hobby so much. :D

Personally, i think that's too small. I would say minimum tank size 20 gallons.

If they are all that is going into the tank they should be ok, i certainly wouldnt put any other fish in with them
