What do you mean 'better lights to control algae"? Is is a type of bulb, or just the wattage?
And what about UV filters?

Anubias bartari and anubias nana are my favorite plants, and they don't need much light. Also in this catagory are java fern and java moss which I grow on wood.
I have a lot of other plants I don't know the name of, and I am growing dwarf baby tears and dwarf hair grass which require a lot of light.
I have lights I've found in aqarium store dumpsters so I know they are old, but I've stacked them up and the hair grass and baby tears are growing well. The lights I have on my 30 gallon are 3 95W PC's and 2 smaller double 29W fixtures.
