i have used bleach before. . . . dumped a whole bottle into a tank and left it for a few days. . .
but the idea was too kill everything (there were no fish in there)
though i agree with the folks saying "if used properly, its fine"
bleach is chlorine (just dont use the ones that bubble)
chlorine is super volitile and is in tap water so it disapates very quickly. in wood, any residual chlorine would have oxidised the wood on your way walking to the tank (that'l mean that the Cl cant oxidise your fish anymore, therefore, safe for your fish) :)

if bleach is bad..........then how do they *bleach* corals for saltwater tanks.......Obviously if you use bleach you should be smart with it. I run filter socks on my tank and bleach them everytime I wash them. no problems....I actually just re bleached some old coral skeletons my mom had laying in the garage that were kinda gross. Came out nice and white........now they are soaking in water. Just be smart about it.....
