I find eels to be really appealing but I don't think I have the space for any right now. I'd love a fire eel but I believe they get really big...
Are there any smaller freshwater eels or even fish that *look* like eels but aren't truly eels?

There's peacock spiny eels and zigzag spiny eels, both of which are kind of similar to fire eels but smaller.
There's also kuhli loaches - they've got an "eel-like" look about them. They're considerably smaller so they would be good for a small or larger tank. Peacocks and zigzags are some of the smallest spiny eels but they still need a fair amount of space - maybe 50 gallons min? I'm not sure but someone else can verify this probably.

yellow tail spiny eel , they are cheaper and only get to be 7"

How much space have you got? Fire eels grow slowly, but you have to keep in mind that they do get to approx. 40" eventually so tank upgrades are a must.
Just thought I'd put that in, considering it sounds like your first choice preference is a fire eel.
