I bought VHO lights that had half the bulbs that were blue, though not true actinic, and I have a power compact with true actinic as well for my freshwater planted tanks. I've asked lots of people who run aquarium stores and others about this, and the general consensus was that it's a waste of potential light to have them. The blue may be better than nothing and may look cool, but it's better to have the lights specifically for plants as these are for growing coral. Freshwater plants are usually found growing at shallow depths where the light has a broader spectrum while corals are found in much deeper water where the light is more blue. Like I'm saying, I have the blue bulbs right now and I have plenty of light for the plants I have, but when I tried to grow grass it grew slowly and couldn't keep up with the fish occasionally pulling it out.
