If your faucet water levels are high I would use distilled water and ro stands for reverse osmosis and they are not cheap. And you don't have live plants right?

Distilled water has no dissolved minerals in it. It has an extremely low ph. You don't want to use straight distilled water. I think others are suggesting that you test your water straight out of the tap, before you add it to your tank. This will establish what the water is like coming out of the tap and identify if there are any problems with your water source.
I don't know what Prime is, and personally, i am very leery of adding uneccesary chemicals to my tank. If it were me, i would just stick to the water conditioner.
Basically, you need to change enough water to keep your ammonia, and nitrate down and change it frequently enough to keep it down. As you are going through your cycling process that might even mean you are changing the water every day.
