Yes the gourami will eat the tetras. If it can fit in its mouth, chances are, it will become dinner
The gourami will get to big for you tank also

I would pay for the tank, I pay for food, filters and that. She thinks that she will be stuck with it when I go off to college. I told her that I would just sell it.

Do up a contract that states that if you do not sell or take the tank with you that she has your permission to do so.

Well, I am getting a 30 gallon, now i need to know what to put in that, would what i had above work?

You're still going to have problems with the gourami eating the smaller tetra. i'd either get rid of the gourami, or find a larger, more suitable tetra to go with him. Congrats on the 30 gallons. I guess your mum caved then?
