CO2 is carbon DIOXIDE, definately not carbon MONOXIDE and is not essential in all plant keeping
Some plants require very high light. Hand in hand with high light is CO2 injection. If you choose lower light plants it is not required.
I have a 90gal planted tank, and i do not add CO2, nor fertz. The substrate is fairly rich though

you shouldn't need the flourish excel and co2 together. I use the Flourish excel when I change my DIY containers that's it. I would check you Co2 level in you're tank if you're using both.
