Or it could be a type of hair, or fuzz, like algae that has died and has become bleached by the bright lights.

Show the pics to the people at www.plantgeek.com forums. Maybe they can recognise it.

It actually looks like fungus. Do you have adequate water flow?

Yea, if it rubs off easily it's not hair algae. I think it's fungus and you should increase water movement.

I thought it might be fungus but I dont think so anymore because it seems to have grown more where there is direct light. but in the plants shadow it didn't grow.
