Most plants will grow in pretty much anything, but the flourite and Eco-Complete are the favorites for live planted tanks.
Also, if you try and put flourite down and something else on top of it the flourite (regular sized) will end up on top eventually.

I use black flourite sand in my newest tank, and the vallisneria are thanking me for it, along with the rest of my plants.
The thing about sandy substrates is they have a tendancy to have a lot more particulates in them, so if you don't wash them you'll really know it, especially if you're changing out substrates in a tank that's already established, with water in it, etc.
I didn't wash mine, filled water over a dinner plate, and it still clouded the water for 72 hours. I wanted to keep the fine particulate though because I thought the plants would benefit more from it.

A double 24 inch 40 watt X 2 = 80 watts shoplight would be better and cheaper, but I guess it wouldn't look as good as the one you are talking about.

Most plecos get huge. Maybe the golden nugget stays small. I think there are a few that stay less than 6 inches. Common plecos get well over a foot long and so do most catfish.
There's also a few catfish that stay small too. I had one that when it got bigger ate all the other fish. It got a bacterial infection and died.
