wihout plant life, lighting requirements are basically null & void. 37 gallons with 17 watt bulb is fine. even at 20" depth, you have no plants that need the light at lower depths, so your lighting is fine; besides, you don't want to get the water too hot (though fluorescent lighting tends to be the "cooler" of the different types of lighting systems); you're fine with 17 watt
