I am leaving to buy new lighting, fertilizer and a new filter (mino broke and wont turn on) I know what light im getting and stuff but for the filter I was think about getting a whisper power filter? Are they quiet and good for a planted tank, that all I need tp know...

Planted tanks need no special filteration. Plants actually do some of the work of a filter and harbor benneficial bacteria.

Try things like twisting the motor a little, repositioning the in pipe on the impeller, or draining the HOB filter, starting the impeller and then filling with water again.

I don't know about that filter, but most are very quiet.

Cool. You can usually get them running when they stop.
