My golden Chinese algae is really bloated (almost twice his size) , his eyes even seem to be popping out of his head. Also his face and gill area seem to be really red. However he seems to be acting normal, and all the other fish are fine.

Any ideas on what is going on?

nope, not dropsy, i have found that with this species of fish they tend to get this way, i have 7 of them in my 125 gallon tank to help control algae, one of the 7 looks like he's going to burst!! but has been this way since january, i don't think anything is really wrong with the fish other than it's eating more than it's fair share of algae, also could be that it's bloated with eggs. not sure what the deal is, just keep an eye on the fish and if it starts acting weird transfer it to a quarantine tank and monitor it from there.
hope this helps.
Brandon
